Export of meat and dairy products to the Mainland
The Environment and Ecology Bureau of the Hong Kong Special Administrative Region Government and the General Administration of Customs of the People's Republic of China (GACC) signed the Memorandum of Understanding on the Inspection, Quarantine and Hygiene Requirements for Meat Products Exported from Hong Kong to the Mainland and the Cooperation Arrangement for the Export of Dairy Products from Hong Kong to the Mainland (collectively referred to as “co-operation agreements”) in Hong Kong on 19 May 2025. Hong Kong-manufactured meat and dairy products meeting the requirements set out in the co-operation agreements will be allowed to be imported into the Mainland. Registration Procedures
2. The GACC has published on its official website a guide to handling government affairs service matters related to the “Registration of Overseas Manufacturers of Imported Foods” to explain the registration process to enterprises concerned. The information required for application, covering food classifications and the HS codes of the meat and dairy products, has also been uploaded onto the system of the China Import Food Enterprises Registration of the China International Trade Single Window. Traders may find the detailed information after login/registration on the website.
3. This Department has been recognised by the GACC as one of the competent authorities in Hong Kong to make recommendations on manufacturer registration of meat and dairy products, and 16 other categories of food under its purview. Traders may refer to the Application Guide for Recommendation on Food Manufacturer Registration for details.

4. Traders who have opened user accounts in the Food Trader Portal (FTP) may submit applications for Recommendation on Food Manufacturer Registration at the FTP website.
Paper Mode Application
5. Applicants are to submit a completed application form (FEHB 333) together with the required documents to the Centre for Food Safety of this Department at 43/F, Queensway Government Offices, 66 Queensway, Hong Kong by post or email (easm_enquiry@fehd.gov.hk).
